does anyone know the procedure to advertise a shop by hiring someone to stand all day holding a banner.?
besides paying the person we hire, is there any other payment or permit from local gov?

sincirely, why would someone make such an ad campaign. it is obsolate since after the Great Depression when men were wearing posters with their professional qualifications on it. however, you know better for yourself.
If you have a mascot promoting your store, you do not have to ask anyone. the same thing is with flags on cars or bikes. as long as they do not disturb the traffic they can do whatever promotion they want to. i suppose, person holding a banner falls into the same category as described above. no additional permits.
